BPSU assists Limay LGU in implementing eBPLS

Another venture is being pursued by the University in helping the community through the use of ICT. In partnership with the Department of the Interior and Local Government (DILG) and the Bataan Chamber of Commerce and Industry Incorporated (BCCII), BPSU is now providing technical assistance and services to the local government of Limay by customizing the Electronic Business Permit and Licensing System (eBPLS).

The eBPLS is a computerized system developed by DILG and piloted to several local government units (LGUs). The eBPLS is seen to result to an enhanced LGU operations and client’s satisfaction complementing the increase in revenue generation. Consequently, it will support the program on upscaling of streamlining of BPLS thereby eliminating the red tape in LGUs.

A memorandum of agreement was entered into among DILG, BPSU, Central Luzon Industry and Energy Research and Development Consortium (CLIERDEC) and Philippine Chamber of Commerce and Industry Region III (PCCI Region III) for the implementation of the program dubbed ‘Streamlining the Business Permit and Licensing System in Central Luzon.

On February 8, 2011, two programmers from the BPSU MIS Office, Emmanuel Masangcap and Marvin Sulit, were sent to training at DILG Regional Office 3, Conference Room, Maimpis, City of San Fernando, Pampanga to be oriented on the software, its source codes and the installation and operation of the system.

Last April 25 and 26, Mr. Masangcap and Mr. Sulit provided technical assistance to Limay during the LGU’s training and orientation on the eBPLS. During the event, a Commitment of Support was also signed by Mayor Lilvir Roque of Limay, Ms. Virginia Lustre, OIC of DILG Bataan, Dr. Gregorio Rodis, BPSU Vice President for Finance and Administration (representing BPSU President Dr. Delfin O.
