CHED-BPSU partner for Students’ Grant-in-Aid Program for Poverty Alleviation (ESGP-PA)

The abolishment of the Priority Development Assistance Fund hampered most of the scholarships given by our country’s politicians. With most of the PDAF-based scholarships gone, students who enjoyed such grants also ceased their pursuit of education. In order to address this concern, the Commission on Higher Education together with Bataan Peninsula State University, extends its reach to those who are in need in terms of fiscal value through its scholarship program “ESGP-PA”.

The ESGP-PA, also known as the Expanded Students’ Grant-in-Aid Program for Poverty Alleviation, was formed through CHED Memorandum Order No. 09, series of 2012, DAP Guideline No. 2 “Guidelines on the Students’ Grants-in-Aid Program for Poverty Alleviation (SGP-PA) in the CHED Disbursement Acceleration Program and CHED Memorandum Order No. 22, series of 2012 “Amendment to CMO No. 09, series of 2012”.

For the BPSU community, the financial assistance will be provided to 222 students from Priority and Accredited programs. An initial funding of P500 million was released by the Department of Budget and Management under the Disbursement Acceleration Plan of CHED to support the program.

There are four agencies responsible for the implementation of ESGP-PA namely: Commission on Higher Education, Department of Social Work and Development, SUC – Bataan Peninsula State University, and Department of Labor and Employment.
Requirements:
General

  1. Identified as a “4P” beneficiary
  2. Not more than 30 years old at the time of application
  3. Must be physically and mentally fit
  4. Has completed high school and/or equivalent
  5. Must not be covered by other higher education scholarship/grant from public institutions
  6. Must pass the entrance exam and academic requirements set by the leading SUCs
  7. Must pass the requirements set by the NSC
  8. Must enrol/shift/transfer to CHED accredited & priority programs preferably in the leading identified SUCs most accessible from their residence

Responsibilities of the ESGP-PA beneficiaries
  1. Carry a full load per semester as prescribed in the curriculum and finish within the requiredperiod of the program
  2. Maintain a satisfactory academic performance in accordance with the policies and standards of the SUC
  3. Render a return service of 2 years after graduation in the Philippines except for highly criticalcourses determined by local industry and government services
  4. Adhere to terms and conditions as stipulated in the Contract
 
Responsibilities of the parent/guardian of the beneficiaries
  1. Provide such other moral support and ensure that all the financial benefits directly received by the grantee shall be spent for all the legitimate purposes and on time
  2. In the event that the head is the beneficiary himself he shall assume the foregoing responsibilities to complete his studies.
