Seeking to align the thrusts of higher education institutions (HEIs) with the targets of the national government, the Commission on Higher Education (CHED) orders SUCs to develop their medium term develop plan for 2010 – 2015. In compliance to the order, Bataan Peninsula State University, through the leadership of Dr. Delfin O. Magpantay, called for the conduct of planning workshop in order to draft a Medium Term Development Plan for 2010-2015.
As initial move, the technical working group of the Operations, Planning and Development (OPD) was formed and was tasked to conduct an evaluation on the accomplishments of the various offices and colleges in the past and present year. During the first meeting of the OPD-TWG, composed of the OPD Director Emmanuel C. Macaraeg, Miss Jonna M. Abistado, Miss Lirio C. Baluyot, Mr. Jose P. Gantiga, Jr., Engr. Jonathan C. Muñoz, Ms. Arlene I. Pascual, Mr. Jose Paulo B. Tuazon, and Mr. Viejay T. Valerio, the accomplishments in the areas of Instruction, Research, Extension and Production were reviewed and evaluated. The results of the evaluation were then presented to the members of the Administrative Council (ADCO) so that they can serve as bases for the development of new targets during the planning workshop on February 25 – March 3, 2010.
Guided by the desire to excel, the members of the ADCO sought to implement new programs that will further promote the University. In terms of performance, in can be claimed that the University performed well in the past years; however, the quest of the University does not just stop from acquiring a satisfactory mark. It continues to come up with innovations, to further develop and to implement new and enhanced programs and services until it completely satisfies the needs of the country and other neighboring nations.
In his speech during the first day of the planning workshop, Dr. Magpantay made some recommendations on what the ADCO should consider in the drafting of the new MTDP of BPSU. Such suggestions include the following:
- Cross-Border Education
- Assessment and Updating of the Curricula
- Implementation of systems that will enable the University to offer online courses
- Formulation of a more stringent guidelines for foreign students
- Accreditation of more curricular programs
- Zoning of programs
- Compliance to the standards set by the Commission on Higher Education
- Improvement of the performance of graduates in licensure examinations
From the suggestions of Dr. Magpantay, Dir. Macaraeg commented that the University must pursue the zoning of its programs. Implementing such step, according to the OPD director, will not only spare the University from incurring too much expenses but will also lead to the improvement of the program as well as the University’s facilities and infrastructures. Zoning is also perceived to solve problems in enrolment rates and will also help in establishing the flagship programs of the University’s five campuses. Moreover, Dir. Macaraeg also emphasized that the University needs to pursue this plan as this will push through the University’s plans of venturing into providing cross border/transnational education.
Other concerns brought up during the first day of the planning workshop include the conduct of tracer study, immersion of instructors to new modes and techniques in teaching, creation of the College of Fisheries, human resource development, and improvements on the academic-related concerns such as admission, enrollment, graduation, and offering and phasing down of curricular programs.
